Actually, the guide to elections that I got in the mail did a halfway decent job of explaining them. It even listed some pros and cons, and had some arguments from each side, quoting politicians, organizations, etc. That was what I read before I went to the polls - which is why it is particularly impressive that I forgot to vote on them.
